Narrative:
Aircraft X called; 'center we are just off of hoc looking for instruments to I43'. I assigned a code from the strip required at the sector due to non-radar procedures. I asked aircraft X his altitude. He said; '027.' I climbed him to 070 and reaching 030 cleared him direct to I43. After a minute or so I asked aircraft his altitude. He stated; '045.' I should have been picking him up on radar as the coverage is ok in this area. I looked up the electronic flight plan and the flight plan had a different code. I assigned the new code and it popped up inside of cmh approach's airspace. I called immediately and handed off aircraft X. I asked aircraft X his position when he called; he said; '12-15 miles from hoc.' I explained the proximity of the two approach controls and advised him not to say; 'just off of XXX' when asking for a clearance. Recommendation: radar controller should verify position and pilot should not say 'just off of' when actually several miles away.

Title: ZID Controller experienced airspace incursion event when an incorrect beacon code assignment and inaccurate pilot position report resulted in an initial misidentification of an aircraft requesting an IFR pick up.
