Narrative:

Upon opening the on board aero chart package to review departure charts; I found all the charts for a specific airport just loosely replaced haphazardly in the binder. This occurs because there is no sense of responsibility to maintain these charts and is a definite shortcoming of the on board aero chart package. I personally am tired of being someone else's secretary and cleaning up the mess of less responsible pilots! The contents of the captain's ship set bag continues to be woefully inadequate as a source of necessary and required information. I am amazed and dismayed that this system was ever approved. The members of the 'brain trust' that conjured up this method should be ashamed of themselves.
