Narrative:

On takeoff roll; 'left engine bleed valve off' EICAS message illuminated at approximately 90 KTS; followed by one 'left pack off' EICAS message. The takeoff was continued and the quick reference handbook (QRH) procedure was accomplished after clean up. The first officer was flying and held at an enroute fix at 7000 ft MSL. The captain and I referenced the QRH and completed the procedure for bleed off abnormal message. Dispatch was notified in addition to maintenance. The engine bleed was cycled once by direction of maintenance with no remedy and turned back off in accordance with the QRH. Dispatch directed a diversion to an enroute airport due to overweight condition and fuel onboard. We proceeded there and held to burn down fuel which would require 2 hours and 45 minutes. We were then redirected by dispatch to return to our departure airport. We landed with an abnormal bleed off condition uneventful underweight at approximately 198;000 pounds. Our flight was then cancelled.
