Narrative:
We tankered in gas on very cold day with dew point close to -3/-4. We checked for frost due to cold soaked fuel 10-15 minutes after landing with none showing. Once taxiing out; a passenger (other carrier pilot) noticed frost on top of wings and notified a flight attendant. We stopped the aircraft and the captain checked over the wings from the cabin and confirmed there was some frost on the top of the wing. We then coordinated and de-iced the aircraft and continued on our way.

Title: B737 Flight Crew is informed during taxi out by a passenger that there is frost on the wing requiring deicing. Fuel had been tankered in and the weather was clear and cold; not conducive to CSFF formation. Preflight inspection 10 minutes after landing revealed no frost but CSFF was apparent 30 minutes later duing taxi.
