There has been a 'frequency problem' for 17+ years. The pilots are hearing a loud hum on 120.45. Center does not hear any hum. From 1700z through 1800z you can here numerous aircraft complain about what sounds like a stuck mic.

Title: ZOB Controller voiced concern regarding a long standing frequency interference problem; the anomaly reportedly only occurs in the 1700Z to 1800Z time frame.
