Narrative:
Aircraft X was at FL230 direct to las. It was my understanding nellis range control owned the airspace south of ilc FL230 and below. Nellis did not take the hand off so a call was made to nellis to take the hand off. No one answered the line. The supervisor and controller in charge both tried to call nellis on the telephone with no one answering. I finally climbed the aircraft to FL240 however the aircraft entered nellis' airspace at FL230 as he was not able to climb that fast. The aircraft was time critical so I declared an emergency for him since we could not get hold of nellis. I handed the aircraft off to ZLA 33 and never did talk to nellis. It was found out later that there is no one at nellis and they did not bother to notify anyone that they would not be there. Recommendation; nellis should probably call in the future if they plan to take the day off.

Title: ZLC controller declared an emergency for a lifeguard aircraft and entered Nellis Range airspace without clearance when all attempts to coordinate with Nellis failed.
