Narrative:
Approximately 25 minutes out from ZZZ; the left engine started losing oil pressure at cruise altitude of 12;000 ft MSL. Secured left engine and notified ATC. ATC advised number 1 for the RNAV (GPS) runway 21 approach; descend to 4;000 ft MSL. Traffic at ZZZ was light and little to no traffic was heard on the frequency. At 4;000 ft MSL; OAT was -4C; the aircraft was picking up ice. Approximately 5 minutes before reaching the IAF; a new controller took over the sector frequency. Two and one half minutes before the IAF; the new controller advised number 2 for the approach and we were to enter the published holding pattern. We advised that we were on one engine and picking up ice and requesting priority sequencing. The controller advised that she was unable unless we declared an emergency. We declared an emergency and landed without incident.

Title: BE90 pilot experienced low oil pressure at 12;000 feet; shut down the affected engine and informed ATC. During approach holding instructions are issued and ultimately rescinded when the reporter complains then declares an emergency at the Controller's suggestion.
