Narrative:
Too many false targets on asde-X screen caused by snow berms causing false conflict alerts necessitating a change to limited mode operation. Additional problem with loss of data for several seconds while system was reloading. Use of limited mode removes protections of conflict alerts from the system which in turn limits safety during bad weather operations.
