Narrative:
Departed 9L at phl. Noticed vibration and yawing moment in aircraft. The right engine had failed. It continued to run but would not accelerate above idle speed. I declared an emergency and returned to land on runway 9L at philadelphia. The landing was uneventful. I then taxied to the gate where the emergency was concluded. Supplemental information from acn 87139: engine was lost due to failure of the high pressure fuel pump.

Title: ACR MLG HAD HIGH PRESSURE FUEL PUMP FAILURE AFTER TKOF FROM PHL. RETURN LAND.
Narrative: DEPARTED 9L AT PHL. NOTICED VIBRATION AND YAWING MOMENT IN ACFT. THE RIGHT ENGINE HAD FAILED. IT CONTINUED TO RUN BUT WOULD NOT ACCELERATE ABOVE IDLE SPEED. I DECLARED AN EMER AND RETURNED TO LAND ON RWY 9L AT PHILADELPHIA. THE LNDG WAS UNEVENTFUL. I THEN TAXIED TO THE GATE WHERE THE EMER WAS CONCLUDED. SUPPLEMENTAL INFORMATION FROM ACN 87139: ENGINE WAS LOST DUE TO FAILURE OF THE HIGH PRESSURE FUEL PUMP.
