Narrative:

I was the instructor training a student early in the morning with light traffic. Both the trainee and I noticed a VFR aircraft maneuvering off the departure end of lgb at 3800 indicated. An air carrier departed lgb climbing to 3000. The trainee climbed the air carrier to 7000 and told to expedite for traffic to get above the 3800 VFR and a 6000 IFR. The air carrier turned to a heading of 180 as per the departure procedure. This course and rate of climb would have cleared both aircraft but the unidentified VFR turned and descended suddenly at the air carrier. The trainee issued traffic about 1.5 miles apart. The air carrier responded saying that they were descending for a TCAS-RA. The air carrier descended from 3200 to 3000 then shortly resumed his climb as traffic passed behind. The departure end of lgb is dangerous due to the many VFR aircraft. Recommendation; I recommend making lgb class C airspace.
