Narrative:
During approach to our destination; a 'flight control flap lock' ECAM annunciated during flap handle movement from position one to two. Delay vectors were provided as the issue was clarified via ECAM and irregular procedure. Ultimately no further flap extension was possible. Verbal contact was initiated with dispatch and a divert was coordinated; accounting for proximity and runway length. An emergency was declared with ATC; the flight attendants were advised; and passengers were briefed. An uneventful partial-flap landing was made at a suitable nearby airport with emergency equipment standing by.

Title: An A320 flight crew diverted to a nearby airport with longer runways when the flaps failed to extend beyond position one during approach to their destination.
