Narrative:
Aircraft X was on right base for an ILS runway 18R at mco. Aircraft Y was on right downwind at 2000 for practice approaches at sfb. I descended aircraft X from 3000 to 2500 for approach clearance. The pilot descended faster/quicker than anticipated and was abeam( 2.6mi) the second aircraft at 2700-2600 ft instead of tail to tail.
