Narrative:
I was providing on the job trainning to a developmental new to radar. He was somewhat behind throughout the session. I advised him to issue traffic to aircraft X for this situation and during the process the pilot responded to an TCAS/RA. This situation happens constantly at this position at phoenix TRACON. There is a high volume of corporate jets arriving/departing scottsdale and deer valley; mixed with a very high volume of slow moving GA aircraft operated by flight schools at deer valley. The VFR class bravo transition over phx promotes situations like this because we are procedurally required to vector high performance jets along the same VFR transition route. Recommendation; change the VFR transition route so that it doesn't conflict with IFR procedures.

Title: P50 Controller described an air carrier TCAS/RA event at 4;000 FT listing VFR transition procedures and multiple operations at DVT and SDL as contributing to these types of incidents.
