Narrative:
Preflight inspection was normal. After we closed the boarding door and got ready for push back; my first officer and I smelled some type of burning odor and saw light smoke and haze building up in the flight deck. Our flight attendant called us at the same time; noticing the smoke. We immediately turned off the packs; opened the main door and contacted maintenance control. The smoke dissipated but the smell remained for some time. After maintenance did some trouble shooting; pack 1 was deferred and we resumed our flight. As soon as we closed the main door again and got ready for push back we again saw a light smoke buildup and the same burning odor. At that time I decided to deplane all passengers since some of them were coughing due to the smell. I contacted maintenance again and the troubleshooting continued.
