Narrative:
Military X, a flight of 2 fgt's, was cleared into gamecock a MOA to maintain block altitudes 10000' through FL190 (there was traffic at 9000' and FL200). Flight X left the frequency and within 2 mins was squawking 4000--normal procedure. Fgt X then proceeded to leave the MOA and descend below his assigned altitude, in close proximity to the traffic at 9000'. Fgt X was contacted on guard and questioned about his action, whereupon, he replied he had gone VFR. Fgt X was advised that he must report his cancellation to center before departing the MOA and his assigned altitude.

Narrative: MIL X, A FLT OF 2 FGT'S, WAS CLRED INTO GAMECOCK A MOA TO MAINTAIN BLOCK ALTS 10000' THROUGH FL190 (THERE WAS TFC AT 9000' AND FL200). FLT X LEFT THE FREQ AND WITHIN 2 MINS WAS SQUAWKING 4000--NORMAL PROC. FGT X THEN PROCEEDED TO LEAVE THE MOA AND DSND BELOW HIS ASSIGNED ALT, IN CLOSE PROX TO THE TFC AT 9000'. FGT X WAS CONTACTED ON GUARD AND QUESTIONED ABOUT HIS ACTION, WHEREUPON, HE REPLIED HE HAD GONE VFR. FGT X WAS ADVISED THAT HE MUST RPT HIS CANCELLATION TO CENTER BEFORE DEPARTING THE MOA AND HIS ASSIGNED ALT.
