Narrative:

My supervisor told me that R4401 would be active FL290 and below starting at 0000 zulu. I was told at 2015 zulu; I did not enter the info into uret scheduling and also did not tell the controller who relieved me. I went home and saw that it had been put into esis. I was unaware that it was my responsibility to enter the info into the uret. We always enter on a real time basis and not on a schedule basis. After I left the area went hot to FL290 without it being detected until it was almost cold. I was told that I was primary cause factor because I had not entered the data into the uret. Recommendation; make one person and only one person responsible for the activation of the R4401. Also; have it done on a real time basis. This is umpteenth time this has happened with numerous aircraft. R4401 is a live fire mortar range; this is an extremely dangerous situation that is been going on for 24 years. The solution is to eliminate the communication breakdowns and time delays and it should take top priority.
