Narrative:
Gate return. Aircraft was dispatched with 'brake fan system' deferred. MEL procedures required only a placard to be installed next to the switch. During taxi; after the second engine was started; we were conducting the before take off checklist and discovered we had a status message. We recalled it and message indicated a tripped circuit breaker (C/B). There were no tripped C/B's; so I contacted maintenance control to query the aircraft remotely to find out which C/B was tripped. It was discovered the C/B for brake fans #3 & #4 was pulled and collared. This is not in accordance with the MEL procedures. We returned to the gate in ZZZ; additional maintenance was accomplished on the brake fan system and the #3 & #4 brake fan C/B was reset. The aircraft was then dispatched to ZZZ1 with the brake fan system deferred in accordance with the MEL procedure.

Title: A Captain reports their A319 was dispatched with the brake fan system deferred. Mel procedures only required a placard be installed next to the switch. During taxi out a status message indicated a tripped Circuit Breaker (C/B). Aircraft returned to the gate. The C/B for the #3 and #4 brake fan had been pulled and collared without documentation.
