Narrative:

I made call to tower at 12 miles out. Tower reported me garbled and unreadable. At this time I held position and switched to approach for a radio check. They reported me readable. I switched back to tower and called in. Controller again reported me garbled and unreadable. I responded that san antonio reported me readable. At that point he responded I can hear you now; report established left downwind three one. I read back 'report left downwind three one'. I began a descent to pattern altitude and continued inbound. The controller was very busy with other traffic. I had taken off from runway 35 an hour earlier but didn't think switching runways was odd because winds were calm. I heard the controller clear a king air to land. I then reported 'midfield left downwind three one. Controller responded I have you in sight; there is a king air on final; report him in sight. I responded 'I'm looking'. I was about to cross over runway 35 when the controller shouted to me 'make an immediate turn to the west' which I did and upon leveling out I saw the king air on short final for runway 35. At this time; the controller started yelling at me for almost crossing over the top of the king air. I replied 'sir you told me three one. He replied 'sir I told you three five; we've been using three five all day'. I replied 'no sir; you told me three one'. He yelled at me 'you're cleared to land'. I landed three five. The controller told me to 'exit taxiway echo; cross three one to parking'. I did so but when I got to three one; I decided to double check for clearance across three one as we were both upset and I wanted to make sure I did not have a runway incursion. He saw me slowing and yelled at me again 'I told you to cross three one to parking'. I responded 'cross three one to parking'. This is not the first time this controller has reported me garbled and unreadable. However; when different controllers are working I ask for radio checks at the same distance out and they tell me I am either loud and clear or a little scratchy but very readable. I have asked other aircraft at other uncontrolled airports for radio checks and they report me loud and clear. On the day of this event; a flight instructor listening over a radio in the restaurant said he could hear me loud and clear. I have had my radio bench checked; cleaned all connections and swapped head sets. Nobody else seems to have a problem with my radio.

Title: The pilot of a homebuilt fixed wing reported a breakdown in civil discourse between the ATCT Local Controller and himself on arrival.
