Narrative:
Immediately after take-off on position leg; I determined we were not getting normal rudder-bias function. We continued climb and trouble shot by engaging/disengaging yaw-damper. The problem was not resolved. Aircraft control was maintained at all times. Dispatch and maintenance were contacted; and we returned to the cessna service center at the departure airport; after burning fuel to achieve landing weight. Landing was made uneventfully.

Title: CE560 Captain experienced rudder bias malfunction shortly after takeoff and elected to return to the departure airport.
