Narrative:
At the ftw hub we combine flight data after 8 pm. Due to staffing is now common to see the position combined starting at 2 pm. Today we had hold time in excess of 12 minutes; we lost 41 calls and delayed some e-notams being entered by 20 minutes. Being that flight data handles NOTAM's and IFR clearances this is unacceptable. I am concerned this is becoming a safety issue.
