Narrative:

Upon landing the right engine thrust reverser did not deploy. I wrote up the right engine thrust reverser inoperative in the logbook. Maintenance came out to placard the thrust reverser. In completing their work; they found the right engine circuit breaker pulled and collared with a black collar. Upon checking the logbook; the right engine thrust reverser had been previously placarded and cleared. The circuit breaker had not been reset. I apparently missed the black collared circuit breaker in my early morning preflight. A red circuit breaker collar may have helped me identify the circuit breaker before the flight.

Title: A B757's right thrust reverser did not deploy on landing. Upon discussing the malfunction with Maintenance the crew discovered that prior to their flight the reverser was MEL'ed; the circuit breakers pulled and in the maintenance log.
