Narrative:

Aircraft X inbound to lax from oceanic control was descended to FL330 for opposite direction traffic at FL320. I called traffic to both aircraft at 7 miles apart just as aircraft X leveled 1000 ft above traffic. Both aircraft called traffic in sight. A minute after passing; aircraft X reported they had a TCAS alert on the traffic; probably due to the high descent rate they had (their words). I asked if it was just an alert or an RA; they said it was an RA. I had not observed any deviation from their clearance on the radar scope. TCAS should be better aware of the assigned altitude and not give RA's indiscriminately.

Title: ZLA ARTCC Controller was informed of an RA when two aircraft were assigned altitudes 1000 feet apart and had each other in sight.
