Narrative:

As we were climbing through 17000; we noticed that the rubber blade (captains side) had separated (half way) from the wiper arm. The rubber wiper blade and the bare metal wiper arm repeatedly pounded against the windscreen. Shortly thereafter the captains windscreen failed. We proceeded to slow the aircraft down; and run the QRH. After running the QRH; we declared an emergency and transferred aircraft control to the first officer. We requested; and received; immediate vectors to ILS. Landed uneventfully. Severely fractured window. Left windshield heat fail message. Windshield wiper and wiper mechanism failure.

Title: An CRJ200 Captain's windshield wiper blade became loosened in flight allowing the wiper arm to contact the windshield. Shortly thereafter the Captain's windshield cracked. An emergency was declared and the aircraft returned to the departure airport.
