Narrative:

Small aircraft X issued taxi instructions to runway 17R. Intersection departure and contacted tower. Small aircraft Y short final landing runway 17R. Small aircraft X issued departure clearance as small aircraft Y was rolling out on runway north of intersection. Small aircraft Y was observed still on runway and takeoff clearance was cancelled from small aircraft X. Callback conversation with reporter revealed the following: this incident turned out to be no incident. The controller cleared one small aircraft for takeoff from an intersection some way down the runway and then spotted the other small aircraft touching down on the same runway ahead of the intersection. He immediately cancelled the takeoff clearance. As it turned out, the takeoff small aircraft had not heard the takeoff clearance, so would have endangered the landing aircraft. Reporter advised that he felt very bad and very sheepish about what he did and thought a report to ASRS would help him get over it.

Title: SMA GIVEN TKOF CLRNC WHILE ANOTHER SMA WAS TOUCHING DOWN ON THE SAME RWY.

Narrative: SMA X ISSUED TAXI INSTRUCTIONS TO RWY 17R. INTXN DEP AND CONTACTED TWR. SMA Y SHORT FINAL LNDG RWY 17R. SMA X ISSUED DEP CLRNC AS SMA Y WAS ROLLING OUT ON RWY N OF INTXN. SMA Y WAS OBSERVED STILL ON RWY AND TKOF CLRNC WAS CANCELLED FROM SMA X. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING: THIS INCIDENT TURNED OUT TO BE NO INCIDENT. THE CTLR CLRED ONE SMA FOR TKOF FROM AN INTXN SOME WAY DOWN THE RWY AND THEN SPOTTED THE OTHER SMA TOUCHING DOWN ON THE SAME RWY AHEAD OF THE INTXN. HE IMMEDIATELY CANCELLED THE TKOF CLRNC. AS IT TURNED OUT, THE TKOF SMA HAD NOT HEARD THE TKOF CLRNC, SO WOULD HAVE ENDANGERED THE LNDG ACFT. RPTR ADVISED THAT HE FELT VERY BAD AND VERY SHEEPISH ABOUT WHAT HE DID AND THOUGHT A RPT TO ASRS WOULD HELP HIM GET OVER IT.
