Narrative:
Aircraft X contacted ground control for taxi. Ground instructed him to taxi to ski strip 2. Aircraft X taxied to ski strip 2; then departed without a takeoff clearance. There were no other aircraft being worked by the tower. The ground controller observed aircraft X's departure roll on the ski strip; and asked local if he had cleared him for takeoff. Aircraft X was still on ground frequency. Recommend pilot education.

Title: A FAI controller described an unauthorized take off from the Ski Runway; noting the pilot was taxied to the strip; never changed to the tower frequency and departed.
