Narrative:
Large transport Y landed on runway 28R at cle. Cleared runway at oscar and tower cleared aircraft to cross runway 23L/right, contact ground on the other side of runway 23L. We were cleared for takeoff while holding short of runway 23L at tango. As we took the runway we asked tower of large transport Y's status. At that time tower told large transport Y to hold short. Large transport Y informed tower that they were cleared to cross. Medium large transport X took off west/O further incident. Chain of events was broken due to good WX and an aggressive first officer aboard medium large transport X. Callback conversation with reporter revealed the following: after the large transport landed and cleared runway 28R on oscar, it was approximately 3900' from the crossing point of runway 23L. The large transport taxied very slowly and would not have conflicted with medium large transport X's takeoff on runway 23L, even if the tower had not told the aircraft to hold short. As it turned out, the controller was reminded by the medium large transport flight crew about the possible conflict, told the large transport to hold short and the medium large transport took off and passed the intersection before the large transport reached the hold point.

Title: ACR-LGT CLEARED TO CROSS A RWY THAT ACR-MLG WAS CLEARED TO TAKE OFF ON. POTENTIAL RWY TRANSGRESSION BUT NO CONFLICT BECAUSE OF TIMING.
Narrative: LGT Y LANDED ON RWY 28R AT CLE. CLRED RWY AT OSCAR AND TWR CLRED ACFT TO CROSS RWY 23L/R, CONTACT GND ON THE OTHER SIDE OF RWY 23L. WE WERE CLRED FOR TKOF WHILE HOLDING SHORT OF RWY 23L AT TANGO. AS WE TOOK THE RWY WE ASKED TWR OF LGT Y'S STATUS. AT THAT TIME TWR TOLD LGT Y TO HOLD SHORT. LGT Y INFORMED TWR THAT THEY WERE CLRED TO CROSS. MLG X TOOK OFF W/O FURTHER INCIDENT. CHAIN OF EVENTS WAS BROKEN DUE TO GOOD WX AND AN AGGRESSIVE F/O ABOARD MLG X. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING: AFTER THE LGT LANDED AND CLRED RWY 28R ON OSCAR, IT WAS APPROX 3900' FROM THE XING POINT OF RWY 23L. THE LGT TAXIED VERY SLOWLY AND WOULD NOT HAVE CONFLICTED WITH MLG X'S TKOF ON RWY 23L, EVEN IF THE TWR HAD NOT TOLD THE ACFT TO HOLD SHORT. AS IT TURNED OUT, THE CTLR WAS REMINDED BY THE MLG FLT CREW ABOUT THE POSSIBLE CONFLICT, TOLD THE LGT TO HOLD SHORT AND THE MLG TOOK OFF AND PASSED THE INTXN BEFORE THE LGT REACHED THE HOLD POINT.
