Narrative:
Making a left base approach to ccr runway 32R, tower advised traffic for left runway 1.5 mi out on final. We reported in sight and continued descent from 1500' on base to final. At 500' sighted small aircraft Y on final with foreign markings. I turned to pass behind him our descent paths coincided and would have made contact had we not passed behind.

AT 500' SIGHTED SMA Y ON FINAL WITH FOREIGN MARKINGS. I TURNED TO PASS BEHIND HIM OUR DSCNT PATHS COINCIDED AND WOULD HAVE MADE CONTACT HAD WE NOT PASSED BEHIND.
