Narrative:
Aircraft X was being vectored to iwa at 040; traffic was issued at 035; traffic was reported in sight; then shortly after the aircraft responded to a TCAS RA and climbed 400ft then returned to 040 soon after. Recommendation; we get these all the time with our airspace; when aircraft are separated by 500ft outside bravo airspace. Aircraft need to set the parameters different on the planes TCAS or we need to change our class bravo in phoenix due to high volume of VFR aircraft.

Title: P50 controller described TCAS RA event even though traffic; separated by 500 feet; was issued and sighted; the reporter indicating either TCAS software needs adjusting and/or the Class B modified.
