Narrative:

Crew called with a missing fuel cap at his destination. Call from crew was dropped due to poor connection. Crew called back and reported the fueler had found a cap. The pilot did not write up the discrepancy. I told him O.K. And ended the call. I didn't verify that the fuel cover the crew installed on the aircraft was from a known approved source or vendor. I should have told the crew to enter the discrepancy and deferred the fuel cover and had it replaced at the next maintenance station.
