While parked at gate with the right engine running; ramp personnel opened the forward cargo door. This is extremely dangerous and should never be done. Someone could be hurt or killed. Lack of training? Ignorance? Personnel should be told never to approach an aircraft with the engine running and the rotating beacon flashing.

Title: B767 Captain reports the forward cargo door being opened by ramp personnel with the right engine running.
Narrative: While parked at gate with the right engine running; ramp personnel opened the forward cargo door. This is extremely dangerous and should never be done. Someone could be hurt or killed.
