Narrative:

On taxi to end of runway at san, I asked ground control for squawk on transponder for VFR TCA climb to sac at 10500'. Ground advised me that they were unable and that I should contact approach on 132.2 after departure. After departure, while still over the departure end of runway 27R, I was instructed to contact approach and immediately contacted 132.2 and told him of my position and request to get arsa penetration. He replied that they had TCA not arsa. Current san diego area chart showed 'san diego TRSA 132.2.' he gave me squawk and then silence. The night before the same thing had happened on arrival. I was idented and given altitude. Then he talked to 1 other aircraft, then advised that I was entering TCA. I said that I knew that and that he had given discrete code and knew my position and intentions. I was not advised to remain clear of TCA. He said I should not anticipate clearance. Nothing further occurred.

AFTER DEP, WHILE STILL OVER THE DEP END OF RWY 27R, I WAS INSTRUCTED TO CONTACT APCH AND IMMEDIATELY CONTACTED 132.2 AND TOLD HIM OF MY POS AND REQUEST TO GET ARSA PENETRATION. HE REPLIED THAT THEY HAD TCA NOT ARSA. CURRENT SAN DIEGO AREA CHART SHOWED 'SAN DIEGO TRSA 132.2.' HE GAVE ME SQUAWK AND THEN SILENCE. THE NIGHT BEFORE THE SAME THING HAD HAPPENED ON ARR. I WAS IDENTED AND GIVEN ALT. THEN HE TALKED TO 1 OTHER ACFT, THEN ADVISED THAT I WAS ENTERING TCA. I SAID THAT I KNEW THAT AND THAT HE HAD GIVEN DISCRETE CODE AND KNEW MY POS AND INTENTIONS. I WAS NOT ADVISED TO REMAIN CLR OF TCA. HE SAID I SHOULD NOT ANTICIPATE CLRNC. NOTHING FURTHER OCCURRED.
