Narrative:

I was working ground control and a vehicle called asking to cross the active runway which was runway 13 on alpha. I asked to local controller via a land line to cross the runway and was told to hold short. I then told the vehicle to hold short of runway 13 on alpha. The vehicle then said crossing runway 13 on alpha and proceeded to cross the runway. Recommendation; listen to the read back more carefully to note that the vehicle did not read back the hold short instructions.
