Narrative:
I was on controller in charge position plugged in next to the local controller. A C172 was instructed to land runway 11 and hold short of runway 16 traffic landing 16. A citation was cleared to land runway 16 and advised traffic landing 11 will hold short of runway 16. Later; the C172 was observed still airborne over taxiway 'F' on approach to land on 11. Upon this observation it was evident that the C172 may not have the room to stop the airplane before the runway intersection. Thus the local controller issued a go around to the citation who had yet to cross the threshold for runway 16. With the citation safely on the go around; we observed the C172 on the pavement of 11 attempting to hold short with brakes locked. The C172 was unable to stop in time and rolled into the intersection. The local controller let the C172 know that it was now ok to continue and turn left at the next taxiway. Lahso (land and hold short operations) operations on runway 11 only allow 2500 feet to land and stop the aircraft. Most pilots who accept the lasho instruction lack the experience and/or skill needed to accomplish this.

Title: HPN CIC Controller described a go around event when a C172 landing Runway 11 was issued a LAHSO clearance with Citation traffic landing Runway 16; the Citation issued a go around when the C172 failed to comply.
