Narrative:
Columbia 400 an IFR flight plan to hef on the coatt 4 arrival; then receiving vectors from pct. I requested and was denied the ILS 16L twice. (Same as normal traffic flow and what hef said for foxtrot ATIS). Controller denied instrument approach and told to expect visual because he was 'busy' and that weather was in the area. This is exactly why I requested the ILS 16L. The same controller then cleared me from a 360 heading and 3;000 ft from a roughly 4 mile right downwind for 16L visual approach to manassas 16L. He told me to contact the tower and again; said I was cleared for the approach to 16L. Before I could change frequencies and key the mike I received a traffic alert from my glass cockpit 'traffic 1-o'clock - same altitude less than 1 mile' I was now in a slight right bank and descending turn to the airport. I witnessed a single engine diamond aircraft at the same altitude and to my 1-o'clock climbing directly towards my aircraft at less than 200 ft. I pulled up and took evasive action - high and to the right. The aircraft passed below me and in front of me by less than 100 ft. Upon contacting the tower I was advised of traffic; that was already passed and now west of my position. After landing at hef I contacted the tower and asked the controller what happened? Why did he put the diamond into my space? He said he didn't know I was in the area and didn't get the hand-off until it was too late. I then phoned a supervisor at potomac approach. [I] was told to contact mr. X. This was a serious event and a near-mid-air collision. The controller at potomac was hurried and put me and my IFR aircraft and passengers in harms way. Also; why was I denied an instrument approach? Why did the controller clear me for a visual to runway 16L and not inform me of traffic? Why did the controller tell me he was to busy? Why did the controller refuse my repeated request for the ILS to 16L that was in the flow of traffic? Four people almost died because of a controller having a bad day or being to 'busy'.
