Narrative:
While I was on final; 1/2 mile from the runway; I was experiencing turbulence and asked tower for a wind check. Tower stated the winds which seemed fine (below 10 KTS). I then landed at about 60-65 KTS. As soon as I landed I was experiencing bit of vibration from the rudder; so I removed the flaps (25 degrees) and was going to accelerate as I intended to perform a touch-and-go. Suddenly the aircraft started drifting to the left and I used rudder to control the drift and pressed both toe brakes trying to get the aircraft to a full stop. As I tried to stop the aircraft I lost all rudder (steering) control. I'm not sure it was on the runway or off the runway when I lost the rudder control. The aircraft veered off the left side of the runway and the prop had struck the ground. I cut the mixture; fuel pump; and master switch as the aircraft came to rest approximately 30 ft from the runway edge.
