Narrative:

I was departing runway 25. I believe I was approximately 100-300 ft AGL when the plane's engine started to run rough. I experienced a partial loss of engine power and was no longer able to climb. All engine instruments were in the green; the mixture was rich; and the throttle was full forward. I advised ATC that I needed to land immediately and turned the plane 180 degrees back to the runway. I was able to safely land on a final heading of 070. I then taxied off the runway.
