Narrative:
I was working radar west position. Aircraft X departed dtn airport; to slr airport requesting 120 as a final altitude. I kept aircraft X at 2000 for traffic overhead at 3000; and instructed the aircraft to proceed on course. Other coordination diverted my attention and aircraft X passed the antenna farm 2 NM south of it at 2000 from east to west. Antenna farm altitude is 2075 MSL. Pilot requested higher and at that time he was given 120. As soon as the overhead traffic passed aircraft X; and I instructed him to proceed on course; I should [have] started his climb.
