Narrative:
This is an ongoing problem. Area D constantly delivers aircraft to the bos sector from cape or aug climbing through the bottom of our airspace. In this instance the aircraft was below bos high at FL180 climbing to FL280 with traffic at FL240. No one should ever climb through the base of another sector when climbing to FL230. Sector 02 is supposed to climb mht pwm departures to FL280; if fast climbers; or FL230 if slow climber. Multiple times per day they climb aircraft to FL280 that are below bos airspace in the FL180-200 range. They should be climbing to FL230 and handing them off. Additionally area C does the same thing to area B over center. Slow climbers are climbed to FL380 and flashed at FL200 while below center so that they must make an urgent call saying stop him. Recommendation; all of ZBW needs to be taught; you never climb through the bottom of someone's airspace; if they are busy and don't take hand off; and you don't notice it isn't being taken; you could literally kill someone that is above your filter limits.

In this instance the aircraft was below BOS high at FL180 climbing to FL280 with traffic at FL240. No one should ever climb through the base of another sector when climbing to FL230. Sector 02 is supposed to climb MHT PWM departures to FL280; if fast climbers; or FL230 if slow climber. Multiple times per day they climb aircraft to FL280 that are below BOS airspace in the FL180-200 range. They should be climbing to FL230 and handing them off.
