Narrative:
A new hanger building is being constructed at abi. There is a new tower being built at abi and the airport is putting up new ramp lighting based on the height of the new tower. The problem is the new tower doesn't get commissioned until 1/1/2012. Now as the new hangar is being built; combined with the new ramp lights; our taxiway C visibility north of the runway 22 hold line on C at the approach end of runway 17R; east side; will be affected. More than one aircraft holding short will not be able to be seen from the tower. Between runway 22 hold and the approach end of runway 17R there is a hot spot at abi and now there is an obstruction going up right in the way. Recommendations: first; better communication between the FAA and airport management. Second; why the need to move this hanger west; all the other hangars that are in a line that keeps them well east of taxiway C except this new hanger which is not in line with the rest of the hangars in a straight line north to south. Third; some type of camera or remote monitor to ensure this area is 'clear'; if a remote monitor is cost prohibitive at least put out some letter to airman so controllers aren't responsible for an event caused by a known problem.
