Narrative:
A helicopter in the area of vll was reporting news about an automobile event in the area. Six banner tow aircraft were also operating in the area. The helicopter was not on the frequency with the banner tows and manuvering without any pattern. This caused conflicts with the banner tow aircraft. He was hovering; flying in formation; without contact. This caused near misses with all banner tow aircraft. In the future finding a common frequency to communicate on may be a good idea.

Title: A banner towing PA18 Pilot reported a Near Miss with a news helicopter which was not on the common frequency being used by other banner towing aircraft in the VLL area.
