Narrative:
We received a clearance from teb. Cleared via the ruudy 2 departure; brezy; the remainder of the filed route; expect 3;000/10 minutes; departure frequency 119.20; squawk XXXX. After take off we were flying 240 heading for the departure; then departure told us to turn to heading 360 which took us off the departure (ruudy 2). We continued to climb up to the clearance attitude. We were at 1;800 ft when the departure controller said 'what altitude are you at.' I said 2;000 ft for 3;000 ft. The controller told us to stop the climb. So we went back to 1;500 ft. He said we did not have clearance to climb to 3;000; just because we were not on the departure. He said he is going to have to look at it because he said we came close to someone else. We found this to be confusing.

Title: A flight crew departed on the TEB RUUDY 2 Departure and after being vectored off the departure track the crew attempted to continue the climb to the expected 3;000 FT altitude and ATC sent them back to 1;500 FT.
