Narrative:
The first officer was completing the before takeoff checks and could not turn the control wheel to the left. Using extra force the control did rotate left and the SPLR1 advisory light illuminated. When moving the control to the left it felt like the clutch was slipping. We then returned to the gate; deplaned and called maintenance. The flight was canceled.

Title: A DHC-8 returned to the gate and the flight was canceled when the roll axis flight controls failed the before takeoff check.
Narrative: The First Officer was completing the before takeoff checks and could not turn the control wheel to the left. Using extra force the control did rotate left and the SPLR1 advisory light illuminated. When moving the control to the left it felt like the clutch was slipping. We then returned to the gate; deplaned and called Maintenance. The flight was canceled.
