Narrative:
Air carrier X was descending into toronto and military spc Y was an overflt at FL250. The conflict alert went off with 5.5 mi between the aircraft which was when I realized there was a problem. I turned military Y 30 degrees to the left but it was too late. We would up with 700' and 4.7 mi sep. At the time of the incident I was working 22+ aircraft with extreme WX conditions causing deviations and altitude changes, also frequency congestion was somewhat of a factor.

Title: LESS THAN STANDARD SEPARATION BETWEEN ACR AND MIL ACFT. OPERATIONAL ERROR.
Narrative: ACR X WAS DSNDING INTO TORONTO AND MIL SPC Y WAS AN OVERFLT AT FL250. THE CONFLICT ALERT WENT OFF WITH 5.5 MI BTWN THE ACFT WHICH WAS WHEN I REALIZED THERE WAS A PROB.
