Narrative:
Takeoff on runway 25R full length. On application of flex takeoff power (flex temperature 35 C) at approximately 55 KIAS ECAM caution; 'thrust levers not set' appeared. Checked both thrust levers in mct/flex dent; ECAM message remained. Takeoff was aborted at approximately 55-60 KIAS; no auto brake activation occurred. Exited runway having informed tower of rejected takeoff; called maintenance and returned to gate. System malfunction; maintenance informed me of a bite test indicating fadec or eec problem. SOP regarding rejected takeoff worked well without incident; no passenger alarm due to low speed the rejected takeoff occurred at. Aircraft was heavy; V1 was 160 KIAS; fortunately the ECAM caution occurred at a far lower speed. When takeoff thrust was applied engines were developing full rated flex thrust as was verified by SOP procedures.

Title: An A321 ECAM alerted THRUST LEVERS NOT SET after takeoff thrust was set. The takeoff was rejected at 60 KTS and after returning to the gate aircraft maintenance discovered a FADEC or EEC problem.
