Narrative:

Pushback was normal; we called for taxi; received taxi instructions; and as we went to hold short of the assigned taxiway the captain stated; 'I have no normal brakes.' I attempted my normal brakes; and confirmed; 'I have no normal brakes either.' the captain set the emergency parking brake. We conferred with ground to sit where we were and contacted operations for a return to the gate. We warned ground crews we had no normal brakes and to stand back when marshaling us in. We then returned to the gate and contacted maintenance. No flight crew avoidance possible although perhaps calling for a tow back to the gate rather than taxiing ourselves back in would have been advisable.

Title: A Dash 8-100 flight crew opted to taxi back into the gate upon discovering the normal brake system had failed during taxi out.
