Narrative:
Busy arrival and departure push. The B737 on a quiet bridge visual approach to runway 28R. It appears the B737 initiated a go around approximately on a 1 mile final. The B737 appeared to be flying the published missed approach: right turn to heading 310 and climb to 3;000 ft. The B737 initiated the go around without advising the tower. An A319 had been cleared for takeoff off of runway 1R on a SFO8 departure; heading 030. The B737's turn put them on a collision course with the A320. Developmental instructed the B737 to turn left to heading 280 and climb to 3;000 ft. Closest point of approach appeared to be 500 ft and less than 0.5 NM. The situation could have been prevented had the B737 advised the tower of his need to go around. The usual missed approach instructions are a heading of 280 and climb to 3;000 ft; which would have kept the B737 from an intercept course with the departure.
