Narrative:
My traffic was a C172; inbound on the GPS runway 30 approach for a missed approach; a helicopter transitioning through the airspace from south to north at 2;000; two helicopters in the charlie pattern and one in the alpha pattern. Aircraft X called ready for takeoff runway 20 and was advised to hold short; awaiting IFR release. At another helicopter was cleared for the charlie pattern. Then; after being released; aircraft X was cleared for takeoff. After not powering up; one minute later they reported they had aborted and asked if they were still cleared for takeoff. I said yes after observing that a tug was clear of the runway. Recommendation; utilize something; either a physical object or the runway incursion device; after ground control has coordinated a runway crossing with local control.

Title: Tower Controller reported working a mix of several helicopters and fixed wing aircraft. Reporter forgot about a tug crossing the runway and cleared one fixed wing for takeoff. The aircraft aborted due to the tug crossing.
