Narrative:
Climbing through FL220; we experienced a left engine stall with multiple stalls. At idle thrust the stall cleared. After advancing left throttle stall returned. Declared an emergency and returned to the departure airport and landed with not further incidents with left throttle at idle and right throttle operating normally in single engine (flx/mct) mode. Shut down left engine after landing and taxied to gate only with right engine operating. Captain coordinated with dispatch/maintenance; and first officer flew and landed.

Title: An A319 Crew and Dispatcher reported declaring an emergency and returning to the departure airport after the left engine stalled and would only operate normally at idle thrust.
