Narrative:
A C172 IFR inbound to ZZZ1 was on vectors for a visual approach and had been pointed out to ZZZ tower and ZZZ2 tower to pass south and east of ZZZ at 3;000. Towers approved point out then a B747 departed ZZZ runway 14 and checked on climbing to 4;000 and was on a converging course with the C172 south of the airport. Traffic was immediately exchanged but the C172 did not have the B747 in sight. The C172 was given an immediate right turn to 090 and the B747 was given an immediate right turn to 270. Targets passed and conflict alert activated. The C172 then stated that he had the B747 in sight but separation had already been lost.

Title: Tracon Controller coordinated with Tower a Cessna flying to a nearby satellite airport. Tower Controller clears a B747 for takeoff which conflicts with the Cessna. Tower and TRACON Controllers reported they expected the other party to take different action.
