Narrative:
Aircraft X was issued runway 1 left line up and wait (luaw). I coordinated an alternative heading for the aircraft to depart on allowing quicker departure. The local controller issued the heading with hold in position. The pilot; not yet on the runway; read back heading and 'holding position right here.' I advised local control that he had stopped and was 'holding right there short of the runway.' local control reiterated luaw. The luaw procedures are short sighted at best. Maybe it should have been worked on by controllers who now use it for completeness. The procedure is flawed because the only reference to luaw is when entering the runway; not for traffic exchanges; when additional information is issued; or even when canceling an aircraft take off clearance.
